Please read these terms carefully before applying for a franchise

Welcome to e-Lokam Janaseva Kendram

By applying for and operating a franchise, you agree to be bound by these terms and conditions. These terms constitute a legal agreement between you (the "Franchisee") and e-Lokam Janaseva Kendram ("Company").

Important: These terms affect your legal rights and obligations. If you do not agree to be bound by all of these terms, do not apply for or operate a franchise.

Franchise Eligibility

To be eligible for an e-Lokam Janaseva Kendram franchise, the applicant must meet the following requirements:

  • Age Requirement: The franchise applicant must be at least 18 years old.
  • Residency Requirement: The applicant must be a resident of Kerala.
  • Educational Requirement: The applicant must have a minimum educational qualification of passing the 10th grade.
  • Space Requirement: The applicant must have access to a minimum of 100 square feet of room space for setting up the franchise.

Agreement and Compliance

The Franchisee agrees to comply with the following terms:

  • Agreement Signing: The franchisee must sign an agreement with e-Lokam Janaseva Kendram.
  • Stamp Paper Cost: The franchise owner must bear the cost of the stamp paper, which is Rs. 200.
  • Submission Deadline: The signed agreement must be submitted within 15 days of opening the ID.
  • Shop Responsibility: The franchise owner is solely responsible for the operation and management of the shop.
  • Confidentiality: The franchisee must not share their ID and password with anyone else.
  • Fraud Prevention: e-Lokam Janaseva Kendram reserves the right to disable the franchise for any fraudulent activities conducted by the franchisee.
  • Service Restrictions: The franchise is not authorized to provide any Kerala government official services such as e-District, civil supplies, etc.

Warning: Violation of any of these terms may result in immediate termination of your franchise agreement without notice.

ID Processing Time

Franchise owners should be aware of the processing timelines for various services. Some IDs may take more than 90 days to be processed and issued after the agreement has been finalized. The specific timelines are as follows:

  • IRCTC: 90 Days (The retailer is required to book at least 3 tickets per month through the company during the specified days.)
  • CSC: 90 Days (As per government rules, after submitting the application, it may take up to three months)
  • UCL: 40 Days (If User Eligible /New Onboarding Available)
  • Ayushman Bharat: 40 Days (As Per Gov Rules Only)
  • Banking CSP: 90 Days (depending on transaction history)
  • Insurance: 7 Days

Note: All IDs are eligible only for active users. For inactive users, the mentioned IDs will not be activated on any platforms like IRCTC, CSC, etc.

ID Disable/Termination Rules

The Company reserves the right to disable or terminate franchise IDs under the following circumstances:

1. Failure to Submit Agreement

If the retailer fails to submit the required agreement within 15 days of issuance, the ID will be immediately disabled without further notice. Termination procedures will be initiated automatically.

2. Non-Compliance with Brand Board Display

All retailers are required to prominently display the Company Brand Board at their kiosk. Failure to do so will result in the immediate disablement of the retailer's ID without warning. The ID will remain disabled until compliance is verified.

3. Inactivity

If a retailer's ID remains inactive for more than 30 days, the ID will be automatically disabled without any prior notice. The retailer must take action to reactivate their ID within the next 15 days, failing which the ID will be permanently terminated.

4. Involvement in Illegal Activities

If a retailer is found to be involved in any illegal activity, including but not limited to fraud, theft, or any activity that violates local, state, or federal laws, their ID will be immediately terminated without notice. Legal action may be pursued based on the severity of the offense.

These rules are strictly enforced, and no warning notices will be issued. Retailers are responsible for adhering to these guidelines at all times.

Additional Terms and Conditions

1. Training and Support

The franchisee must attend mandatory training sessions provided by e-Lokam Janaseva Kendram to ensure compliance with operational standards.

2. Operational Hours

The franchise must adhere to the operational hours as prescribed by e-Lokam Janaseva Kendram.

3. Branding and Marketing

The franchisee must use the branding and marketing materials provided by e-Lokam Janaseva Kendram and follow the brand guidelines strictly.

4. Maintenance of Records

The franchisee is required to maintain accurate and up-to-date records of all transactions and operations. These records must be made available for inspection upon request.

5. Audit and Inspection

e-Lokam Janaseva Kendram reserves the right to conduct regular audits and inspections to ensure compliance with these terms and conditions.

6. Termination of Agreement

e-Lokam Janaseva Kendram reserves the right to terminate the franchise agreement for any breach of these terms and conditions, including but not limited to fraudulent activities, non-compliance with operational standards, and failure to maintain the required space.

7. Liability

e-Lokam Janaseva Kendram shall not be liable for any losses or damages incurred by the franchisee in the course of their business operations.

8. Dispute Resolution

Any disputes arising out of or in connection with this agreement shall be resolved through arbitration in accordance with the laws of Kerala.

9. Modification of Terms

e-Lokam Janaseva Kendram reserves the right to modify these terms and conditions at any time. Any changes will be communicated to the franchisees, and continued operation of the franchise will constitute acceptance of the new terms.

Company Rights

e-Lokam Janaseva Kendram reserves the right to:

  • Suspend/discontinue Centre's account Services to you at any time, for any cause, including, but not limited to:
  • For any suspected violation of the rules, regulations, orders, directions, notifications issued by RBI from time to time or for any violation of the terms and conditions mentioned in this document.
  • For any suspected discrepancy in the particular(s), documentation or Registration form provided by you.
  • To combat potential fraud, sabotage, willful destruction, threat to national security or for any other force majeure reasons etc.
  • If the same is due to technical failure, modification, upgradation, variation, relocation, repair, and/or maintenance due to any emergency or for any technical reasons.

Important: You are permitted to maintain and operate only one e-Lokam Janaseva Kendram account. Any suspected non-conformity with this requirement shall be just cause for the suspension/discontinuation of any/all accounts associated with you by e-Lokam Janaseva Kendram.

Acceptance of Terms

By applying for a franchise with e-Lokam Janaseva Kendram, you acknowledge that you have read, understood, and agreed to these terms and conditions. Failure to comply with these terms may result in the termination of the franchise agreement.
